All concerned taxpayers are mandated to submit an inventory list of cash register machines (CRM), point of sale machines (POS), special purpose machines (SPM) and other similar machines generating sales invoices/receipts used by business establishments in business operations or otherwise, and are physically located in said business premises.
Following are the guidelines:
1. Deadline – July 31, 2015
2. Coverage – inventory as of June 30, 2015
3. Format – hard and soft copy using the format in Annex A of the RMC
4. Soft copy in excel format saved in a DVD-R and labeled following the format in Annex B of the RMC
5. Attachment – A notarized sworn statement attesting to the completeness and accuracy of the submission
6. Signatory – The hard copy, the label of the DVD-R and the Sworn Declaration shall be signed by any principal officer duly designated through a Board Resolution issued for the purpose, and sworn to by such officer and by the corporate treasurer or assistant treasurer.
7. Venue for submission –BIR office where taxpayer is registered (LTAD, ELTRD, LTDO, RDO)
8. Penalties –
a. Automatic revocation of permit to use
b. Penalty of P1,000 for failure to submit information return
c. Inclusion in the priority list for audit
The requirement is aimed at strengthening data management capabilities that is vital in ensuring a reliable database of sales transactions recorded through CRMs/POSs/SPMs and other similar machines.
BIR shall facilitate the approval of pending applications for cancellation/withdrawal for use through sale or retirement of the machines to facilitate the clean-up.
